You're allowed to roll on anything that you need if it is an upgrade. Main Spec's take priority over off specs, Class "item orientation" takes priority over non-class "item orientation."

Tier items will be the first item rolled on in the event they drop. In the event necessary, players will be limited to 1 drop per boss.
